L Maintaince Dock acts like Administration Center - WAI

I built an equipment dock in Trinity Sanctum III to aid the Duke's Tempest takeover.
When they destroyed the last PAR Administration Center the sector went 'Contested' grey, not TEM teal.
Searched everywhere, no hidden PAR Defense stations.
This morning I deconstructed my equipment dock and the sector instantly went TEM teal.
I rebuilt the S/M dock, sector still identified as TEM.
Added an L equipment dock, it went to TEM (contested).

This also explains why Heretic's End said I had broken the neutrality accord, which I now realize was right after adding an L equipment dock to my wares fabrication station.
