A while ago I read the trick to steal station blueprints, detonate emp bomb from a ship to avoid trouble, but I feel like I am cheating because I'm saving up a lot of credits with no repercusion
I'm asking if this is the developers' intention or not

The intention does not matter, IMHO. Use the method that feels "proper" to you.
I have scanned only TER stations for blueprints. I don't remember how I did detonate the EMPs, but I know that I did shoot local cops, defence drones of the station, and turrets of the station before placing the bombs. I had "no repercusion" due to that destruction either. Why? I had "cheated" by shooting my TER reputation to -30 first and that is the absolute rock bottom ...

If it is a 'cheat', it's a very unnecessary one.
Stealing blueprints with no repercussions is very easy in X4 regardless of how you do it. In your suit, you could also just place the EMP, scan, and then teleport to another of your assets at a safe distance.
