Gameplay and not Tech Sp so over we go.

If this is for the Gambling Den, then you don't actually need any of the Timelines-specific "racing" ships, because this quest predates the Timelines DLC, and you will lose the ship during the quest anyway.
You should be given a set of minimum specs required of whatever ship you choose to use, but as long as whatever ship you bring meets or exceeds all four of those requirements, it should allow you to proceed. Check your mission details for the numbers.
Personally, I bought a Pegasus scout from the Paranid for this quest, but any number of quick fighters/scouts should work.
The trickiest requirement is likely going to be the minimum Yaw speed of 60 degrees per second, I believe it was. For almost every fighter or scout, this means you need to use the All-Around thrusters, because Combat thrusters specifically trade off Yaw speed for better pitch/roll, leaving them unable to meet that minimum requirement without ship-mods. Meanwhile, despite All-Around being worse at pitch/roll, there are still some fighters that can achieve at least 60 degrees per second pitch with it, so look around until you find one that can do both. After that it's just a matter of fitting them with an engine that can meet the other 2 speed requirements.
Again, you will lose this ship during the quest, so invest the bare minimum you need into it.

The ship Koizuki mentioned worked pretty well, now mission asks for a skilled pilot with 2 stars in piloıting and 1.5 in morale. my own crew doesn't count as I see. I have to hire a new one but cant find one who is skilled with 2 stars. is there a special place where to find them. thanks

Any crew with the valid stats should work, but you must specifically send them to the station the quest NPC is on. I don't quite remember the exact steps you need to do here, but rightclicking on the station should give you some options to either work there for the quest, or transfer personnel over there for it.
That said, if you are looking to hire someone fresh for it, you really are mainly concerned with having high enough morale on them.
Go to the trade NPC on any station and they will all sell you a Basic Piloting seminar, which will instantly make any crew a 1-star Pilot. Then you may have to check a few different traders, but some of them will also occasionally sell a Seminar for 1-star pilots, which will take any existing 1-star pilot (like the one you just gave the basic seminar to) and instantly make them a 2-star pilot. If your save has already been running for a while and you've done some missions and/or picked up some battlefield drops, you may already have some of these seminars in your inventory, in which case you can just talk to the NPC of your choice and give them the seminars.
