I read that you're supposed to kill a Xenon H and grab the shard it drops. I've killed 3 xenon Hs in Nopileos' Memorial over and over and none of them drop anything at all.
Is there some sort of prerequisite for them to drop it?
I don't use any mods.

It's random as i know.
Keep destroying H's or reload a save before destroying the H you've targeted.

When I first loaded my save after the 7.0 update I noticed 3 XEN H's had appeared in the 3 XEN sectors that I had deliberately left unconquered in my game. Even though the XEN had been fairly dormant in those sectors, on rare occations a single XEN ship would vacate their sector, usually straight into the hands of a TEL defence force, so I kept a handful of scouts on 'Collect Drops' repeat duty in those areas. Sure enough, the new XEN H's ventured out of their sectors and were intercepted and my scouts grabbed the loot. When I visited one of the scouts to collect the inventory, Bosa popped up and exitedly declared we had discovered some new tech. So in answer to your question, that's how I got it.

You need to kill a "Space Control H", which patrol Xenon sectors. At any given time there seem to be up to 4 of them spread out in different Xenon clusters in the galaxy. The H's in the Nopileos Memorial fleet do not drop it- this is a scripted encounter which always triggers on entering that map the first time.
