Mission Director won't give me his mission

After completing the 2nd phase the Mission Director came up to me offering me a mission. I told him "Not yet" so I could run around and talk to people, but when I returned he wouldn't give me the dialog to accept his mission but rather just gave me generic "You should be completing missions" dialog. Tried leaving and coming back, entering and leaving a mission, completing a new mission, but he's not even around to talk to anymore now.

If there's a save file specifically for timeline stuff, I don't know where it is, so you'll have to tell me how to retrieve it if you want the save.

There are no save files for timelines.

However I can stand as having witnessed the same issue.
I responded with Not now, because after coming back from the last mission I needed a break plus family needed dads taxi ..

But this is very confusing either way.

I'm pretty sure the MD aproached me after Graph 2, and then I said not now.
I'm now at the start of Graph 4 and have been to visit the MD twice to see if anything triggered.

If it is the mission from Graph 2, the MD was a bit late getting to me with the offer (or maybe I never gave him chance by going quickly to my next objective all the time).
Definitely confusing.
