Pretty much the title. Every time I try to launch the game, before it can even open the window I get the error-specific GUI saying:
X4 has encountered a problem
Checking for a solution to the problem...
At the bottom of the GUI, it gives a URL for "www.drdump.com"
I don't think I can be more specific unless they let me attach a screenshot somehow.

We can't really help without more information. The very first sticky thread at the top of the forum explains what information we'd need and how to provide it. In the case of screenshots and savegames, it also explains how to use a hosting site and provide a link.

Version: 7.0, with the new timelines expansion installed (at least I think, yesterdays update was downloaded and I bought and installed the new expansion with it)
Mods: Yes, and in the morning I will try it without them. Normally, if there is an issue with a mod it shows as a red "!" beside the "extensions" option in the main menu... I've never heard of them preventing the game from even launching.
Gamestart: N/A -- can't even get to the menu, much less start a game.
Nature of the problem: explained in OP -- I don't have much more information to give, there really isn't much more I noticed. Does it need to be specified that I hit the play button [i]on steam[/i] and then the error appeared?
Relevant changes to system: Excluding game mods? Nothing. This occurred first thing after the update.
As for sharing the DxDiag, vulkaninfo, images, and crash dump files, do you have any suggestions for a public fileshare site?
I've never used one before, and I don't know what would work best for you and be the least hassle to use for me.

Now that we know your game is modified, however, that is the by far the most likely cause of the problem. It is never a good idea to update a game to a major new version while you have mods installed, at least not until mod authors have had a chance to update their mods to be compatible with the new version. Either uninstall the mods before updating, or set your game not to update automatically in Steam/GOG, and update only when the mods' authors have updated their mods and/or confirmed that they work with the new version. This advice applies to all games, not just X4!

The problem seems to have sorted itself.
When I tried to relaunch it this morning (on a whim, before removing mods), it worked!
