On the picture, we can observe:
1) The item "Composants d'armement" is empty in the station informations, and on the map, the buisness filter indicate this item as full (3 hexagons)
2) The item "Composants de tourelle" is just above zero, a few 13 units, in the station informations, and on the map buiseness filter, the item is indicate as average (2 hexagons)
3) The item "Bobine de champ" is clearly full in the station information, and on the map buiseness filter is indicate as empty (zero hexagon)
4) The item "Ration de nourriture" is clearly full in the station information, and on the map buiseness filter is indicate as empty (zero hexagon)
The problem to fix, is this reverse information for these items. This cause a build or modification failure for the ships, because we don't have the right information to planned any supply to this station. Maybe, some station malfunctions can be due this kind of bug.
The function to display the information need to be check. The true information is displayed by the information module. The map buiseness filter is buggy. We can observe the bug isn't present for all the items, just any.
I could saw this bug because my supply ship didn't work, and with reasons. I planned about the map filter displayed information. It's a good tool when there is no displayed bug.
I didn't check every stations, but for this one common station, it's now revealed.
Does the explanations are more clear for you now ?
There is no bug, the blue hexagons indicate how much the sation is buying. If storage is low the station is buying a lot, if storage is almost full the station just buys a few units.
".. indicate this item as full (3 hexagons) .." You misunderstand.
As TheDeliveryMan says, the blue hexagons indicate the level of demand and how attractive their buying offer will likely be, and not the level already held in stock. So, if you are looking to sell to them, more blue hexagons should mean better profit opportunities for you. One or no hexagons means they have almost all they need already and will offer you a poor buying offer.
It's the same with the yellow hexagons for you buying from them where 3 means they are offering you a cheap source, and one or none means you will not get many if any items from them and at a high price too.
If you did want to think in terms of stock levels for wares, 3 blue hexagons means lower stock and higher station buying price, and 3 yellow hexagons means higher stock and lower station selling price.
