Covert Operations Plot

How can i trigger this plot when on a custom start with the yaki plot already completed? I didn't want to have to clear out the Xenons so I just started with it completed. I'm really hoping that its not intended that I cannot make the Terrans go to war with argon and Antigone unless I do the tedious yaki plot. Is there another way I can start this plot? I tried talking to Dal but he just offers the Split and Paranid plot. Talking to ''mission command'' (delilah) doesn't even trigger a dialog option. I am at +10 with Terrans if it matters. Any help is appreciated.
