Hi,
I was wondering if someone could give me a few suggestions about my games performance drop recently has been quite bad, has always stuttered a bit but as I have built more stations and ships the lag is now unbearable. I can get FPS of 1 at times with only CPU utilisation of around 5% as well...maybe I need a better PC but I don't think that's the problem here. I have changed the graphics settings but this doesn't seem to have any significant impact on the fps.
My Game version is 6.2, English with all DLC installed
The only mod I have is the ship variation mod however turning this off doesn't affect the fps. I have also adjusted the save game file to adjust credits and reputation but that was sometime ago now.

Turning off a mod doesn't remove its effects from the game; in fact it can make things worse because the game is trying to find things that no longer exist. If the mod results in there being more ships in your game than normal then it could well be affecting performance.
That said, even with an unmodified game, if your game has a seriously large number of additional ships and stations, it will eventually start to slow down. We put a lot of effort into minimising the performance impact of additional ships and stations, but since we don't put any limitations on what the player can do, at some point a player will always be able to start to reach the limits of what their system is capable of. The reason that graphics settings often don't affect this is that the game is normally CPU-bound. Ships and stations that are not in your current sector are somewhat less "expensive" in terms of performance, so if moving to a quieter sector improves performance, then it's likely that you simply have too much going on in one place.
If you did want to try and improve performance through hardware upgrade, a faster CPU would be the first step. Making sure that your memory is as fast as possible has been reported by a number of people to be a strong secondary factor.

Thanks for the quick response, I was thinking of buying a new CPU but my CPU utilisation is quite low at only about 10-15% so wanted to double check this before I invested in upgrading it.

Also I should add my fps drops are occurring out of sector from where my ships/stations are located and in a relatively empty area.

Percentage CPU utilisation as reported by Windows is very misleading. That's the percentage usage across all the CPU's cores, but the game can't use all the CPU's cores. Bottlenecks usually occur on one or two core threads that can't be divided up, so raw CPU speed for the fastest cores is much more important than the number of cores, once you get above a minimum core count.
To see whether the performance drops you are seeing are "normal" for the size of player empire you have, we would have to load up your savegame, but that's not really going to work for a modified game.
