[#1642][6.20] Travel drive slow down near specific position

Hello.

I has been driving KYU-553, Raven Prototype.

When passing near the ship, I experience something weird: Travel drive velocity suddenly goes down.

For my Katana, velocity goes to 4000m/s -> 1000m/s -> 4000m/s.

There's no any obstacle.

Travel drive is not disabled, but the velocity seems limited near 1000m/s.
