[6.20] Cannot dock to MIN Wharf to proceed the smuggler plot

Hello.

It would be rather inconvenience than bug,

but I think it should be guided to user or give a limited dock privilege to proceed the mission.

Doing a smuggler plot, I have to dock to MIN Wharf.

However, with the Terran Cadet start, relationship with MIN is -15(of course, in the save file -11),

so mission is interrupted by an external condition(relationship).

I know how to make -9 relationship with MIN. However, I think at least the game should notify the user to get -9 relationship.

Not really blocking from the mission, but I think the missions in X4 are acting as a tutorial, some kind guidance will help users.

Of course, if there's better one it will be good, but for game balance just guiding 'Please raise the relationship to proceed

the mission' seems actually good.
