[#1504][6.20] Confused PAR Odysseus

The ship is constantly switching orders from protecting a Food Trader to None, once per second. Due to this it hasn't moved in hours. I have noticed this behaviour in previous versions with a Xenon K when I used to kite them in to stations I wanted to destroy.

Steps:

• Load save
• Look at the PAR Obysseus orders
• You'll notice the Command flashing, if you manage to pause at the right moment you'll notice it constantly switching commands
