just finished the avarice plot, destroyed vigor station, got back standing +28, and still i'm not allowed to buy L-ships! :/

I did, i even had barbarossas in my attack fleet, but after attacking that VIG station, and getting my standing back, i cant buy them anymore, i'm at +28!!! WAAYYYYYY past the needed +20! and i STILL cant buy it!DX

You might need to visit the representative again. Check if you have a mission regarding your promotion.

nope, NOT in the slightest! tried it now 3 times with an different approach, left my barbarossas out of the fight, stayed out of sector, sold the attacking ships to someone else, everytime it was the same i got my +28 standing back, but CAN'T buy a barbarossa or Donia!

Just to make sure there is no misunderstanding:
- You regain your standing to +28
- You check your missions/messages, but there is nothing regarding a promotion to Capo
- You can't buy Vigor capital ships

Because how it should work:
- You regain your standing to over +20
- You get a mission/message regarding your promotion to Capo (<--- This is where it breaks for you)
- You do the ceremony
- You can buy Vigor capital ships

That screenshot in the OP indicates that you do not currently own the licences for capital ships and their upgrades. So you must have lost those since your +20 promotion (such as rep loss during the plot), and the reputation restoration since has not restored all the licences - which might be by intent if you did lose them elsewhere or is indeed a bug, depending upon the exact circumstances. I doubt that the devs can advise which it is without further details of what happened when and a link to a vanilla save showing the issue.

but in that case i would loose the right for VIG L-weapons too, and i tried to loose standing while attacking a VIG station afterwards, but i didn't loose a single rep point!:/

If the save is not modified you might want to post a link to it as this could be a bug.

sadly, it is modified, but with nothing that effects standings!!:/

and i tried to loose standing, attacked a VIG station, but after my fleet got destroyed, i was still at +28!:/

That might be a clue if your rep is locked at +28 whatever you do to upset VIG. It may be that the rep being incorrectly locked after the plot is the issue causing the problems. Since you are already modified, you could try manually editing your VIG rep to +19 in your save and seeing if playing on from there and gaining VIG rep points gets you to a promotion ceremony. Of course if it stays locked at +19 then that won't help either.

but how am i able to manipulate standings? with modified i mostly mean my game has mods, not that i modified my savegame!:/

Ah OK, I just meant that you have nothing else to lose by editing your save now since you are already modded. Various available mods and cheats allow you to manipulate faction reps if you don't want to do it yourself directly in the save. Even that might not help if the save is corrupted in some way though.

I have the same issue, the license is awarded when you rank up but when my rank was reset after I completed the DLC the license did not return, nor is it available to purchase which is a problem as I'm doing a Pirate run

I suggest you provide your not-modified save where you encountered this issue.

Sounds like the same issue - you gained the rep, rank and privileges normally but later lost them again. You worked up the rep and maybe rank again but did not retrigger the granting of the privileges through another promotion ceremony, etc. This has been given a bugtracker number in the thread title and so the devs are aware of it.
