Running Seta or OOS running Seta S ships not dealing damage to other S ships

I noticed if I run Seta and I have a wing of s class ships specifically eclipses with repeaters that other s class ships aren't taking damage. I was running Seta in sector and noticed the S class ships didn't fire maybe to save resources in Seta so I checked out of Sector to. I watch a single xenon M kill two eclipses and take virtually 0 damage even though it was surrounded by 12 eclipses. I when I stop Seta the xenon M ship dies instantaneously. I haven't tested it with S ships using different weapons.

We would need an unmodified savegame to see what was happening, and determine whether or not it's behaving as intended.
