It's not a bug but is an option. While in-game, go into Player Information, Global Orders, and set the two options for 'Marooning Protection' to how you want them to behave in such situations without your direct intervention.

Be aware that in some different player situations, there may be disadvantages to having the options set to off.

but I think if the ship has an order in progress
"wait for the signal" should not work.
a situation like "protect a position" should not be taken into account by the code "wait for the signal" and how many situations should be improved?.
