Constant rhythmic stutters on v6.00 HF 2 (Problem identified)

Version 6.00 HF 2 English
With and without DLC enabled (All DLC owned)
Unmodified
Game last played & working without issue 6 months ago, same hardware

Win 10 Home 64 bit
AMD Ryzen 7 5800x
32gb Ram
8gb Geforce GTX 1070
Game is installed on SSD

All game starts
In fact, stuttering begins on EgoSoft splash screen (See video)
Note: Mouse pointer moves smoothly in all modes. Graphics settings from minimal to Ultra have no effect on stuttering.

Only change has been adding Kingdom's End DLC

No saves as I simply can't start a game with this stuttering

I see what you mean from that video. That's clearly not normal, and I suspect it's being caused by something entirely outside the game. Take a look at Task Manager and sort by CPU usage, descending, and see what else is appearing in the list apart from X4. In your DXDiag there is something called GameManagerService3.exe in one of the error entries, and a quick search on that did bring up someone who was seeing very high CPU usage from it, so that would be the first suspect. It could be pretty much anything, though, and it may take a bit of experimentation to identify the culprit. As part of that process, you might also want to try unplugging USB devices one by one to see if one of those is misbehaving.

You seem to be having a lot of issues with GOG Galaxy Client too. Is it still running in the background while you are playing X4? If so, maybe try without it.

I would also disable in Device Manager whichever of the Nvidia and Realtek *sound* devices and drivers you do not use.

Thanks for the suggestions! Was pulling my old grey hair out.

Game Manager Service & GMS3 are Razor services - went ahead & disabled: No change
GOG Galaxy does not start with Windows and was not running

List of processes by CPU use doesn't highlight anything else that hasn't been there for years without issue
(Tho I shall work through zapping even my old stand-bys if'n I don't get this figgered >_>)

Will start on USB troubleshooting next

Troubleshooting update:
Problem disappears when Razer Tartarus Pro disconnected.
Returns when Tartarus pro connected.

I miss my orphaned G-13 sooooo much

With my nerve damage I rely heavily on remapping controls to maximize ergonomics on my left hand

10 hours+ troubleshooting... and I thought medication interactions were complicated >_>

Thank you both for your suggestions, and, I hope, in yer copious free time, you might take a look at the Tartarus and how it's screwing X4 (and *only* X4)

In the mean time, I'm really glad I have new sticks coming with even more buttons =)

We're probably not going to be able to do much here. If it's just using up CPU then that would be a driver issue, and something the manufacturers would need to fix. If it's a more complex interaction then it could still be a driver issue, but it might also be a configuration issue that you can solve for yourself. If one of the inputs on the device is configured so that it's constantly firing events off at the game, especially if the configuration is game-specific, then that could explain what you are seeing. Try adjusting the various input mappings and other device settings to see whether that's the case. :)

If it has polling options for it maybe reduce it from say 1000 to 500 like u can a mouse it might help, if not nvm.
