Did 6.0 (or 5.0) changed something with the loadout logic?

I have trouble identifying an issue that came with 6.0 (or 5.0).

I am pretty sure (but not 100%) that it comes from loadouts.
I have some default loadouts for some ships and since today I noticed that I can only fit moduls on ships with a set default loadout that are part of that default loadout.
So for example if I have a loadout for ship X with only beam turrets and M shields, the ship can only mount beam turrets and M shields now. The same for engines and so on.

What has changed here and how can I get the old behaviour back? That a loadout only is ONE loadout and you still can mount everything like you want.
