If you do a shady mission that opens up a bar in a station then you will get a dealer in the bar that would buy those items if your faction rep with the dealer faction is good enough. Usually the dealer is SCA though, which can still be an issue rep-wise until you do a particular terraforming mission.

Thank you for the reply. i do think that the +30 only requirement is a bit too much rep needed to preform a sell to a "shady" character even after this person clearly knows that the player is someone very important to said faction at anything at and above +20. how ever if this is the intended behavior i apologize
