I need to evict some NCP TS that are taking up valuable docking ports on my PHQ. I've set trading with other races to "no" and I've still got ships coming to dock over my own ships!
I've also tried to set those races to "foe" for the PHQ, but that didn't seem to do anything either.
Any more suggestions?

They supposedly fixed this in v1.2 as it was a particularly annoying problem at the hub.
Pre v1.2 the solution was to figure out what they were trying to buy, stock it, switch trading with races back on, then when they buy it and leave, switch trading off again.
For smaller ships (i.e. not M6 or larger) you can also comm them on the station and demand surrender and they often get mad and undock to shoot at you.

Move the PHQ to the Unclaimed Sector behind Xenon Sector 534, and no more NPC guest.

They're docked and refusing to leave. I don't suppose packing up the HQ will force them out?

Should do, though I don't know if you can pack up a station with non-player ships docked at it.
Packing up the HQ with player ships docked seems to undock those ships and set them to follow the packing TL.

It works, it's how i did to have them leave. But the second you will deploy it again you will have again a few ships wanting to dock at it. I t was full in my game, so i packed it and redeployed a bit after i had 2 of the 5 ships coming back to dock at it again ... So it might improve your issue, maybe even solve it, but it could also do absolutely nothing. Save before ...Deathifier wrote: ↑Sat, 14. Happy to know that it works. I'm planning to move the HQ to my newly claimed sector, so that should leave them behind.
