The Negotiate Discount action will result with your agent being sent to a station and lowering all prices by 1% every 10 minutes, to a maximum discount of 10% after 100 minutes. The agent will just remain there for as long as you need him. This action is worth considering if you have a large shopping spree planned.
As for the Special Ships action - similar to the discount, your agent will be sent to a shipyard and has to complete a few stages of negotiation. When the status of the action is complete at 4/4, you will be able to purchase "special" ships from the shipyard. Your agent will remain there until you recall him, but will drain 100 influence with that race every hour.
