Promote ship to fleet commander

Is it possible in any way to promote a ship to be the new commander of a fleet? For example, if you are the fleet commander and your ship gets blown up, a ship from the fleet gets automatically promoted to be the new commander. Is there any way to do that manually at any time? Thanks

I am necroing this question, because I have not found an answer anywhere. How can I change the commander of a fleet/group, without reassigning all subordinates? This must be possible somehow... right?! Please
