How is 'Spare Cargo' calculated?

How is 'Spare Cargo' calculated?

"Spare Cargo" seems straight forward, but Akuma and Brigandine are nearly identical yet Brig has +500 cargo and -1000 spare cargo compared to Akuma. Is it because of differing missile compatibility?
