Teran Plot bug

Hello all,
In my game you can access Teran space on your own through jump point without building orbital accelerator. You can explore all their sectors and use jump and dock commands on any of your ship. Ships will simply jump and dock in Teran stations ignoring no usual no way to reach this destination. Is it intended to be like this?

You shouldn't have been able to go though the HSAP that leads to the gate towards the terran sectors.
