Cannot turn on guidance for Trinity's Salvation

I turned guidance off while working up the credits to build the Bofu Chemical Plant, but after building it and returning to that mission I found all options were grayed out. Communicating with Hola Ni at the Research Station does not show any plot options, just 'wheres nearest shipyard' or 'wheres nearest equipment dock'. I cannot locate the Paranid contact I'm supposed to bribe with the Bofu Plant either. Any suggests, less dramatic than start a new game?

Hint: Run around the various sectors you have access to to hunt for blue-book indicators? If you're still at low rep with Paranid you'll need to do some missions for them to allow you to dock first.. or use agents
