Terran Operation Draco, what am I missing?

I am trying to deliver the ship but it says while ship matches additional requirements are not met.

The thing is that I do think they are met.

20 laser towers MK1
10 Friend/foe mines.

10 Drone components
100 Missile comp
20 Weapon comp

ARG MKII shield, combat engine.
ARG MK1 Bolt turrets.
MKII Thrusters and Pulse guns.

What am I missing?

I struggled getting my ship to pick up the wares, so I would check if I had the wares in the ship inventory, and then I would have the ship leave the marked area and re-enter it. Don't land the ship. Then you should get a pop-up contact from the station administrator asking if the ship was meant for him, so you should stay out of the map and other interfaces when you've put the ship there so you can respond.

is that ship in zone? i mean, mabye she is bellow zone (mine was)

I think so? Otherwise, I wouldn't have gotten the requirement not met message. I even docked the ship just to be sure.

Maybe, I am meant to deliver it by NPC? After all, I am supposed to give the ship away.

I get comunication request, and they ask me if i want to transfer ship

Yeah, I am on that ship. I delivered it with my character. I think I will try sending it by NPC when I get home.

I believe you have the wrong thrusters equipped, should be Combat Mk 2. At least thats what I wrote down in my notepad when I did the mission. =)

What I'm struggling to understand is that, why in this context would an entire species' governmental, covert entity require me to spend personal money on a fully-fitted ship just to give it away? It is seriously bizarre and frankly, annoying. Why would that happen in any seemingly half-way normal reality?
"Hey, private citizen, one person, a hired mercenary guy we probably shouldn't assume is wealthy, we need you to buy an entire space vehicle decked-out with weapons, drones, mines, freaking laser towers and a shield aaand? Foot the bill... We're counting on you citizen... one guy who has no financial backing that we're aware of otherwise. Go get 'em. Thanks for the wallet."
