[REQ] Surrender!" causes -1 rep drop + salvage license

I have a request as I have no idea where to even start with this.

Could the "Surrender!" comm option be made to drop rep with the target faction by 1 point?

Would be amazing also if it were possible to make the act of actually claiming (transferring control) of a bailed ship also drop rep by 1 point if there is anyone around to see it happen - and at the same time add a new 'Salvage License' to factions that is available at neutral rep, that removes this rep hit.
"Salvage licenses allow the holder to legally claim abandoned ships that belong to the issuing faction."
