Question about Galaxy.xml

In the Galaxy.xml file at the end there is a list of gate connections (at line 303) like ClusterGate001To004 and Below there is a path. But the path leads to no file. I also could not find a file or folder like in the path in the whole extracted x4 folder. What are these for and are they necessary at all?
XR Ship Pack (adds several ships from XR) Link
Weapon Pack (adds several new weapons) Link
Economy Overhaul (expands the X4 economy with many new buildings) Link
X4 Editor (view stats of objects and make your own mod within a few clicks) Link

They aren't file paths but connection paths.

It describes the cluster/sector/zone/connection.

Without it, gates will be inactive
