In order to describe what I'm looking for, let me explain what I am currently doing with crews.
Beginner Crews - Always start out in a mining ship. after gaining experience, they move to
Intermediate Crews - Once a crew reaches 3 stars, they are moved to a transport. Since transports generally need more crew than a mining ship, I might pull one or two from a second ship to fill out a transport crew.
Master Crews - ready for combat and combat ships.
Because I am moving whole crews as a unit from one ship to another, I needed a place to rotate them through. For a workaround, I bought an M class with 22 crew slots, parked at PHQ, and called it "Crew Quarters". So, when a mining-2-transport rotation occurs, both ships dock at PHQ. Mining ship crew goes to Crew Quarters. Transport crew from newly built transport goes to mining ship. New transport crew (formerly old mining crew) goes from Crew Quarters to Transport. If the transport is not new and that crew is moving to combat ships, then the mining ship will be shuttled to a wharf to buy more recruits.
My biggest issue with this solution is having another ship and the pad it's on essentially function as a crew lobby, not to mention the abysmal and time-consuming task of moving each crew member separately to another assignment. There is no place to manage all personnel at a given location.
Ideally this would be an interface that would list every crew member available at a given station (that are already your employees), so this list would change as your ships dock and leave. This list would give the ability to move individuals or part or all of a ship crew to another ship. It would have a station container of some kind, the "Crew Lobby" that you could move crews or individuals to if the ship their former crew is moving to has fewer crew slots than they ship they just left. The Crew Lobby should be able to hold several ships' worth of crews. I should be able to move entire crews into the crew lobby, leaving a ship empty on the dock if I choose.
If you really wanted to amp functionality, being able to pull directly from the employable NPCs on a given station through that interface, hire them, and assign them to a ship or Crew Lobby while in this interface, oh wow would that be amazing. Again this would only apply to the ships and crews available at the station itself, so I think this would be a service tied to the station.
