Bug: can't interact with docked ship if capship is also docked

I don't know if this is a bug or this is by design, but we should have known. Took me an hour to figure this out.

So I had my Odysseus Vanguard docked to the Argon Wharf, and it was impossible to interact with my docked Pulsar Vanguard atop the Odysseus. I could send the captain away, but still the chair was unresponsive.
As well as the bridge elevator on the Odysseus. But I could return to Odysseus bridge with the Go To Ship function.

I was almost ready to do a try and strip off guns from the Pulsar to buy a new ship when I decided to try it all in space. I could take control of the Pulsar when the Odysseus was not docked.
This is not good at all.

It was always the case back in X2. Maybe even in X3. It makes sense. If any docked ship hit by another then the station should defend it. Even extend the shield around it. Also. What if you dock a capital full with docked ships to prevent reacting to attacks. Launching and call back fighters can take time. I can think variable reasons why it is a good thing.

I've had the same thing happen. However, I have gotten around it by doing a quicksave then reloading. Then I can interact with the docked ship again.

Please could someone share a save about this with the capital above a platform (before docking) where this can be seen after the capital docks? That would help Devs investigate.
