Yes, ARG is Argon government. Are you sure it was a carrier? Could've been a pirate destroyer "masquerading" as ARG.

Keep a spy vessel "on" the carrier so you know where it is.
Get a sufficient number of marines....do a hostile takeover.

Must be the easiest way to get a raptor without consequences.
