Build defense stations not completing

I did these a bunch in the beta without any problems but now I have 3 stations I built and none have completed.

What am I missing?

you checked they have enough container storage and 10 turrets?
enough ressources for turrets? Adv. Electronics will 99% not be delivered by NPC

Those were the ones I was used to doing in beta but these are different, no storage but 3 defense modules with one an administration center, different turrets including requirement for missile turrets
