[3.0] [bug] Quest requirements being filled prematurely for ship destruction and leak fix repair missions

Basically what it says on the cover; if the quest requires 9 ships destroyed or 3 leaks fixed, the quest will be considered complete with only 1 ship destroyed or 1 leak fixed.

I've seen this happen for the leak repair missions too.

Each leak repair counts as two. This has been the case since 1.0, I think.

So if you need to repair 1-2 you only rep 1.
If you need to repair 3-4 you only repair 2.

And so on.

Not sure why this isn't being fixed...but whatever.
Many kill quests that ask you to kill SPECIFIC ships can also be fulfilled by NPC factions...ESPECIALLY if your target is attacking someone they really have no business attacking.
