They are quite common around Xenon defense stations.

Odd. You'd think, being scouts that they would be out and about flying around the universe outside xenon sectors.

They do sometimes, you can them see zip past traffic from time to time. They are quite fast so they are easy to miss. I only noticed them in friendly territory once cause patrol missions ignore radar visibility. Also they might put their scouts well outside trafficked areas cause I never seen a stationary one like I do often with other faction's scouts.
