Multiple crew transfer command

Is any1 having problems with this, the ship were there moving from shows the staff members with exclamation marks hover over them and the text says staff waiting to be transferred, the behaviour screen for said ship shows staff transferring but nothing happens both ships show as being docked one is large freighter one medium fighter which is on the deck not in the bowels, the only thing which occurs is that I'm playing a saved game from 2.6 to 3.0 i haven't tried it with a fresh start...

Do both ships have a pilot/captain? There's no transfers if not.

The ship the staff are being transferred from definitely had a captain (quarter star average skill) the ship being transferred to i'm acting captain, I'll try this again just for due diligence

They both have to be npc captains. One can't be the player.
