weapons, shields, missiles, satellites etc are no longer considered cargo. You cannot load them into the cargo bay and give them to another ship. To equip these items, the ships must land at a shipyard/equipment dock/auxilliary ship in order to be outfitted. They are assembled on your ship using the basic components.
There is no way to quickly swap out shields or weapons in an instant like there was in X3.

You can exchange missiles, satellites, and other consumables, so long as receiving ship has space for those consumables
Weapons or shields indeed cannot be exchanged.
