how do you start the modding kit. I have downloaded it, have version 1.3 and i cant get it started

You do not start the modKit, you use the included bits or instructions. You start the ingame Script Editor and/or Galaxy Editor. Instructions of how to do that are in it or check the sticky topic on top of this forum.

It depends on what you want to mod. If it is ships, you have to create one in 3DSMax5, use the included plugin from the ModKit to export this, place it into the game instead of another ship.

The rest is up to you how you want to change your X Universe.
