I noticed that on YT 3.0 video, Xenon sectors are much more populated and Xenons have more stations (e.g. SY in Tharka's Cascade).
I'd love to see so much Xenon power, but I don't want to leave my 1.0 save.
Will 3.0 run spawn script to re-populate Xenon territories on old save?
In my save all Xenon territories are intact and only in South-West HOP pushed two zones into Xenon territory.
What about other factions? I feel that in my save, all factions other than HOP are very weak, despite strong economy.

all release versions are save compatible. its only beta versions where saves are threatened.
every save is different, the xenon will build stations per their AI and available resources just like the commonwealth nations.
3.0 has major revisions to war AI, which all factions benefit from. it also has major revisions to OOS (low attention) combat balance, which are currently a little broken. Xenon are very strong OOS in the beta which is why they are overrunning other nations, they aren't economically stronger per se.

I'm still on my 1.0 save as well and yes most factions seem really weak except for HOP. Compared to a 2.6 save I checked out in the 3.0 beta forum my game is practically a wasteland. The factions in my save have like a third of the amount of stations of the 2.6+ saves I've seen and the claytronics market in my game is all but dead. My Argons get absolutely curb-stomped by their Xenon cluster in a matter of hours in 3.0 beta 6.
I was going to start a new save once Split Vendetta hits anyway so in my case it's not an issue but people resuming their 1.0 saves in 3.0 release might be in for a wild ride lol. I've read 3.0 game starts have the same issue though so it might be the case that no one will be left out from the impending 3.0 Xenon clown fiesta.

I jumped into one of my old saves where the Xenon sectors were cleared and claimed. Once the latest beta was applied the Xenon station plots appeared in their sectors but nothing more since there were no AI to gather resources.
A couple of tests of Beta 6 new starts showed that within 11 minutes of the start the Xenon from Tharka's cascade were attacking an Argon station in Hatikva's. A quick jump into Tharka's revealed an entire Xenon assault fleet staged at the gate with K's I's and numerous small land medium ships. Nothing like 2.6 or before.
