How about custamizable decal per ship via "Redesign menu"

Currently you can only select global decal/badge/emblem from your empire level.


However for ship paint mod you can:
- select default paint from empire level
- pick custom paint mod for each ship



Why not to do the same for decals?
You select global emblem like currently it is, but in "redesign menu" you can select something different.


Reasons:
- there are many ship and ship paint mods where one decal (e.g. black) is not visible, while other (e.g. white) is. Having only one decal make it very hard to be visible on all ships and paints.
- there is plenty differnt decals and you can evn add more of your own....but you can use only one.
- you could add more decals as venture rewards.
