Items 1 & 4: Have you played around with the settings options in: Game Settings/Aim Assist and in Controls/General/Target Management? Did they help at all? (There is a 'Target Nearest Enemy'.)

Item 3 is either a function of Windows or of your monitor that you have set up as default behaviour. It is within your control to change or remove the sleep delay in the appropriate settings outisde of the game.
