[Request] Restrict particular faction from player shipyard/wharf

Please let us give an option to select which faction can use which player shipyard/wharf.


This is because I'm tired of constant trouble that is sparked by that fact that HOP ship and their enemiest get into the fight as soon as they leave my shipyard.


P.S. Scrap ships for resources option would be nice too.

I really want to see this introduced quickly. If the builder code used the blacklist it would stop making wars happen in my sectors. If I would have known that as soon as you buy a ship blueprint it turns your shipyard into a warzone I would have never gained rep with HOP to get their ship designs.
