[Feature request] Trade restriction and new start

I want to see 2 minor but crucial features added to the game:
1) Trade restriction for build storage. I want to supply my stations under construction with materials produced at my other station without manual transfers or using mods. I don't want to provide funds as NPC ships still supply wares even at the lowest prices.
2) New start with seta unlocked, all the blueprints, and large sum of money. If I want to start a new game(either game or mod update) I have to spend another 50-100 hours grinding. Or resort to using mods or tweaking game save, which immediately locks me from ventures. The start is primarily needed to let people properly play test beta on a new save.

editing saves for money dont even make them modified
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.
