[Question] What determines the order in which I can place turrets on my ship

I am confused how I can define the order modules will be placed when you increase the number or the elements of a group. So far I can not tell what is important for this.

I tried giving turrets a number at the end (they normally have this already) and I tried to place them in the same order I want them to be mounted on a ship inside the XML, but it does not change the placement order in the ship eqipment window. It seems random in some groups (but only in some).

Does anymone know more about this?
