That is a bad thing? It means you get the delivery for free (as you can salvage the wares) and they will order a new trader from you. Stupid, I agree, but no business person would hate it.

Which considering you operate a Warf is as good as free. 10 million from an NPC, or 2 million if self built (XL shipyard).

The NPCs should purchase ships in 2 ways. The first is immediate hand over which is what they do now, and fly the thing out of the place that built it.
Then there should be delivery to a sector, where the ship maintains your faction code until it is enters the NPC specified sector. Once in the sector ownership is transferred and you get paid. The NPCs would specify safe sectors which they own for this type of purchase and use it if your facilities are in space hostile to them or threatened by hostile fleets. You also get paid a bonus of 10% or so for the extra risk this type of deliver entitles.
Without this second type of deliver, warfs become a money making scam pretty much since the NPCs will happily buy ships from you just to have them destroyed the instant they undock and then instantly order replacements from you, at full price.
