Telladi guild mission: Improve satellite coverage

Hi this mission has several stages. THe first you drop normal satellites at certain spots, and it advances with no problem. Then it asks to improve coverage. You need to buy advanced satellites.
I dropped the first one at the target. It turned blue, but the coverage was 71%. THe target did not change, butt here is a big yellow sphere on the map. Dropping the satellites anywhere in or around or outside this sphere tends to make the coverage drop and the satellites do not turn blue. I think the highest I got was 72% after several hours of attempts in various locations, I saw a suggestion on steam to drop the satellites at the cardinal points. However the satellites never turned blue at these locations, and the percentage did not increase. Why would dropping a satellite ever make the coverage go down anyway?

I have seen some steam posts saying this mission was bugged but it was from december and there have been 1 or 2 patches since then. Another problem is that the mission is in stages and I can't abort it.

EIther this is broken, or the requirement is so precise that I will never get there by pure chance. The mission briefings are always so incredibly vague and they don't give locations or advice.

If you could upload a save somewhere and link it here, a Dev may wish to look into the reduction in coverage % you've observed.
