It it me or about 1/4 of the time the station construction missions will ask you to claim a plot right next to a highway, a jumpgate or another station... too close for you to actually place your plot.
There's a lot of very lucrative missions I had to drop because of that.

Yes I had that happen also. At least there's no penalty for aborting the mission.

I have had that, but put the plot as close as possible to the !.

I think you can place the plot first to get that stage to register, and then move it. Don't quote me on that though.
Still, generated plot placement does need improvement, and not just for mission plots. NPCs sometimes build stations that intersect highways. Not that it hampers traffic, but it does look unnatural.

The build missions for 10m+ generally require creative placement
Initially place the plot under/above the !
and then modify your license with additional +y or -y purchases until the ! is within the plot-zone
it's an easy 12/15m every time

Sometimes I manage to tweak through rotations, sometimes not.
This will help a lot.
