Increased S & M ship build times in certain wharfs

Hi all
Please see potential bug below


Version and language - 2.50, English
Vanilla, no mods
Game start - Young Gun (fresh start on 2.50)


Exact nature of the problem, where and when it occurs and what you were doing at the time.
When trying to build a ship at the ARG and TEL wharf (PAR is out of engine parts), I noticed the ship build time for a S and M ship seems about 4 times longer than it should. "Everything is OK" at the wharf
The 1st 10 ARG M Drill Vanguards I built were all <2 mins build time each.

Just requested another M ship from same wharf after waiting for 9 min ship to be built. Back to 1 min 57 secs. Don't know how to reproduce this bug, first time I've seen it in 180 hours playtime.

This has been the case at all Wharfs and Shipyards - sometimes even player shipyards - since 2.21. It's been reported in the beta forum, too. I thought it might be intentional, since it happens most often when the shipyard is busy and reduces how fast they burn through resources, but it's hard to say for sure.

No wait, as soon as I delivered Hull Parts to the wharf, the ship started to build and shot back up to ~8 mins
