Steal from others build storage - balance issue

Hi There,

Not sure if this has been brought up before, but there appears to be no consequence from stealing from others build storage.

You can simply find some other station being built, shoot up all it's build storage and use your own transports to pick up their floating resources and trade them off to your own build storage.
Then you can come back later once they have restocked, and do it all over again.

I built a 20 Million credit station complex basically for free (and I'm still going).

This should at least cause faction reputation loss. Also maybe have defenses around build storage.

One can do the same with asking ships to surrender. Say HOP and PAR are fighting, you can ask either side to surrender as long as their hull is <75% and shield <10%. They might not surrender due to how the rolls work, but if they do you can get fully equipped M ships such as Nemesis, Gorgons, Traders, etc. Even works when the factions fight Xenon however the Xenon may try to attack you while you ask the NPCs to surrender.
