Shipyards still selling to NPC after Update 2.21

Hello,

according to some Posts in the Forum and the patch notes for 2.21 the selling of ships from my shipyard to the NPC
should be disabled if I disable the trade with other fraction at the Station Manager.
Somehow iam still getting a lot of ship orders in my shipyard/wharf and cant disable them.
If i try to delete the orders manually there are even more orders coming after seconds…..

Is it a mistake by me?

You disable build permission in the Logical Overview; click on the build module box on the right hand side of the view (where you set the build price percentage)
