Behavior Tab Item Not Staying as Active.

I have been struggling for some time With Formation Combat Commands...
My Several Nemesis Vanguard Ships Never seem to Come Into Formation Desired.

The Only Ship I Can set "Default Formation" on is My Fleet Command Ship, (The one I am Piloting), and the next Time I Go to the Map view, The PRE-SET "Formation" command, is NO Longer There.
I Re-Set The Default To "Formation", "Eagle", or "Point Guard" or what ever, and the Next Time I go to Map, Information of my ship, "Behavior Tab", The Formation Default Command Is GONE...

My Ships seem to wander around whereever until I recall them...

If you can link to a vanilla save where this issue applies then that would greatly assist the devs to solve this.
