Funny you should want to go back to Elite because of the encounters mechanism for X4, when the encounters mechanism for Elite is far more blatant and unrealistic. At least in X4, the ships being pulled to your location actually existed somewhere in the universe beforehand and were pulled to your position. The encounters in Elite are 100% spawned from nothing.
There is a folder called "extensions" in the main X4 folder. Put the folder with the mod you want in there. If you put it in the right place, it will show up in the "extensions" menu for the game.
This is the mod that removes encounters

Just be aware that any game you save while running a mod, no matter how small or seemingly insignificant, will mark the game as "modified", and will disable the ability to participate in online ventures.

In Elite, there are NPC pirates that spawn magically on your 6 o'clock and attempt to interdict you whenever you are carrying anything of value in your cargo hold. They certainly wouldn't be there except for an algorithm that tells the game to spawn pirates near you when you are hauling high value stuff. You need to create the extensions folder yourself if you haven't used mods before. Create the folder in the game's root directory instead of My Documents.
